Yes, the TTB, Sindh is a government Body. It operates under STEVTA.

Sindh TEVTA (Sindh Technical Education & Vocational Training Authority) is a provincial Government authority to manage and regulate Technical Education and Vocational Training in Sindh Province.

The TTB Sindh affiliates Vocational Training providing organizations for testing, examine and assessing candidates from those affiliated organizations and issues qualifications to the successful/qualified individuals.

TEVT stands for Technical Educational and Vocational Training.
